A while back, I blogged about a bill that would require California banks to cash paychecks for free. I later posted a representative reader note arguing that the bill was only fair, a guarantee that paychecks are negotiable. Well, according to SFChron columnist David Lazarus, a bill booster, the measure has been amended to death.
